This is one of the main characters in a rather entertaining fanfiction called "Majora: How It Really Happened". Read it here: [link]
It's about these three Hylians who work in a Kakariko library, (the manager, the receptionist, and the page,) that follow Link into Termina to force him to pay his overdue library fee. Unfortunately, they get transformed by Skulkid in the process, and they then have to chase down Link to get him to change them back. It's a pretty good story, if you don't mind Link being a rude little arsewipe, but unfortunately it remains unfinished as of 2003.
This is David, who is the manager of the Kakariko library. He gets transformed into a Zora, and actually gets used to it rather quickly after the initial screaming, unlike his friends. Although he has just as short a temper as the rest of them.
